Challenge
In an effort to eliminate paper forms and trips to Customer Service Centers, the State of
Virginia required a web application that would enable motor carrier administrators, such
as Penske, to directly access the Department of Motor Vehicles (DMV) administrative system
to register their vehicles and pay taxes. A logo and clean user interface were needed that
would develop a brand identity that portrayed a professional, secure and reliable
application.
Solution
WebCAT, a complete, secure application that delivers a streamlined process to register
vehicles and pay taxes online. The product saves the DMV and Virginia taxpayers,
significant administration and mailing costs.
WebCritical determined and designed the technical architecture of the site to gather
and store information from carriers and tie into several on-site and off-site legacy
systems for back-end system processing. To make the site easy to use, WebCritical
applied state-of-the-art development tools including Visual Basic, Oracle, COM, and HTML.
The application includes capability to manage multiple payment processes including ACH
credit/debit and credit card processing.
In addition to the technology architecture and implementation, WebCritical’s Creative
Solutions group:
- Designed the logo and brand identity.
- Created a simple, effective user interface that required no training.
- Developed a CD-Rom for marketing WebCAT to carriers.
- Generated marketing materials for ad placement.
By partnering with WebCritical Technologies, the Virginia DMV was able to take
advantage of the cost and time savings that the WebCat solution has to offer.
Results
The site went live in August, 2000 and made the Virginia DMV the first state motor vehicle
agency to offer this service. As a result of the Virginia DMV’s partnership with
WebCritical, they have been recognized for their forward thinking use of technology and
quality presentation and designs as the 1999 Winner of the Governor’s award for Best
State Implementation of Web Technology among Virginia Agencies.
